RI State Labor Relations Board Rules and Regulations


RI General Law 28-7-9(a)
states:

"Section 28-7-9 Rules and Regulations. - (a) The Board shall have the authority from time to time to make, amend, and rescind any rules and regulations that may be necessary to carry out the provisions of this chapter, including the determination of the life of the selected representatives. The rules and regulations shall be effective upon publication in the manner the Board prescribes."


The General Rules and Regulations of the RI State Labor Relations Board were originally adopted on May 20, 1943, with an effective date of
July 1, 1943. The Board's current Rules and Regulations - Part 465-RICR-10-00-1, was amended effective February 1, 2021. (Parts 465-RICR-10-00-2, 465-RICR-10-00-3, and 465-RICR-10-00-4 stand as previously promulgated). The Rhode Island State Labor Relations Board's Rules and Regulations shall be reviewed annually with any amendments and/or modifications taking effect upon promulgation. To submit a request to promulgate, amend, or repeal any Rules and Regulations, your request should be submitted on the Rule Making Initiated by Interested Party form, to this office, by July 31st of each given year. Any request received after July 31st of each given year, may be held for review until the following calendar year, if there is insufficient time for the request to be processed as defined in 465-RICR-10-00-4-4.4(B)(3) of the Rhode Island State Labor Relations Board's Rules and Regulations. Future proposed changes approved by the Board would be available at least sixty (60) days prior to their effective date.


RI General Law 38-2-3 (a) states:

"Section 38-2-3 Right to Inspect and Copy - Records - Duty to Maintain Minutes of Meetings - Procedures for Access. - (a) Except as provided in Section 38-2-2 (4), all records maintained or kept on file by any public body, whether or not those records are required by any law or by any rule or regulation, shall be public records and every person or entity shall have the right to inspect and/or copy those records at such reasonable time as may be determined by the custodian thereof."
